Marshall J. Langer

Marshall J. Langer is an American-trained lawyer from Florida. His practice covers international law and taxation. He was previously a partner in the Shutts & Bowen law firm and is now of counsel to the firm. He is a graduate of the Wharton School of Finance and Commerce of the University of Pennsylvania and the University of Miami School of Law where he became the first summa cum laude graduate in the history of the law school. Following graduation, he practiced law in Miami for over 30 years before moving to Europe where he has lived in both Switzerland and England. He has written extensively on subjects relating to international tax law, and is especially known for his writings on offshore financial centers, tax exiles and tax treaties. Mr. Langer's first book, "How to Use Foreign Tax Havens", was published by the Practising Law Institute (PLI), New York, in 1975. The fourth edition, renamed "Langer on Practical International Tax Planning", is now written and updated by two of his colleagues. Mr. Langer has been coauthor (with Rufus Rhoades of California) of a six-volume looseleaf set published by LexisNexis Matthew Bender called "Rhoades & Langer, U.S. International Taxation and Tax Treaties". Mr. Langer has also written "The Swiss Report" and "The Tax Exile Report", both published in the UK by Scope International. For several years, he assisted the Central Bank of Barbados in developing that country’s offshore legislation. He has also served as Grenada Trade and Investment Commissioner. Mr. Langer has always found time to lecture and teach. He taught for many years at the University of Miami Law School, serving as an Adjunct Professor from 1965 until he moved to Europe in 1985. He is currently an Adjunct Professor on the law faculty of the on-line LLM program of Global Tax and Offshore Financial Centers of the St. Thomas University School of Law. He has chaired and spoken at numerous tax institutes and seminars throughout the United States and Europe, as well as in Canada, Japan, Hong Kong, Australia, Malaysia and the Caribbean. He has also given seminars at Jesus College, Oxford. He previously served as Vice President of the U.S.A. Branch of the International Fiscal Association (IFA). He has also served on the Executive Council of the International Academy of Estate and Trust Law and is still on the Executive Committee of the International Tax Planning Association (ITPA) and a Fellow of the American Bar Foundation. In 1990, Mr. Langer was selected as Outstanding Tax Attorney of the Year by the Tax Section of The Florida Bar. He continues to consult with private clients and governments on matters relating to migration from one country to another, citizenship and passports, residency, domicile, wealth preservation, international tax planning, and the use of tax treaties and tax information agreements.
